There is a complex relationship between democracy and domestic terrorism. Although, terrorism is least common in those nations, where democracy thrives, and most common in countries with no evident political freedom, there is an exception to every rule. Domestic terrorism is one of the most serious forms of domestic political confrontation, mainly motivated by internal contradictions that exist in a country. Domestic terrorism can be referred to as the activities of domestic extremist-oriented political parties, organizations and individuals in relation to the existing government, or the activities of the opposing political forces and extremist organizations.

The activities of terrorist organizations and individuals are aimed at: expressing their negative attitude towards the existing system; modification or weakening of the social and political system and its institutions. Domestic terrorists are eager to demonstrate their importance and influence, their critical attitude to public policy and its individual members. Their goal is to force the officials to rethink their ideas and decisions. For example, they may demand the right to leave the country, or the release of their like-minded people from prison. The target of domestic terrorism is the weakening of political opponents of a terrorist organization or any political movement, which would strengthen their own positions and forces in domestic politics. Domestic terrorism is often characterized by such objectives as the elimination of leaders and activists of political opponents, the defeat of their organizations, and intimidation of their supporters.

Any manifestation of domestic terrorism is connected with all major forms of terrorist activities. Domestic terrorism is characterized by a number of features. The focus of domestic terrorism is against the political system of “their” country’s law enforcement, public safety, personal rights and freedoms of citizens. In general, this kind of terrorism poses a significant threat primarily to the constitutional system of the country. It touches upon various aspects of public life, encroaching on the vital interests of society, the state and the individual. Therefore, prevention and suppression of domestic terrorism is one of the most acute problems, and measures should be taken to ensure public safety of every individual.
